On the 10th day of the procedures, both the houses had broad conversation on environmental change. The Lower house is set to proceed with this conversation today.

While the Lok Sabha is talking about the Narcotic Drugs and Psychotropic Substances (Amendment) Bill, 2021, the Upper House is examining the High Court and Supreme Court Judges (Salaries and Conditions of Service) Amendment Bill, 2021. The participation in both the houses is significantly low. While Congress individuals and MPs from similar gatherings have left the Lok Sabha as the Government didn’t respond to the inquiries, the Rajya Sabha keeps on seeing fights over suspension of 12 MPs.

What is the Narcotic Drugs and Psychotropic Substances (Amendment) Bill, 2021?

The Narcotic Drugs and Psychotropic Substances (Amendment) Bill, 2021 was presented in Lok Sabha today. The bill looks to supplant the Narcotic Drugs and Psychotropic Substances (Amendment) Ordinance, 2021.

The Bill alters the Narcotic Drugs and Psychotropic Substances Act, 1985 to address a drafting blunder. The Act manages specific activities (like assembling, transport, and utilization) identified with opiate drugs and psychotropic substances

Discipline for financing illegal exercises or holding onto people occupied with them: Under the Act, financing specific unlawful exercises (like developing weed or assembling opiate medicates) or holding onto people occupied with them is an offense. People viewed liable of this offense will be rebuffed with thorough detainment of no less than ten years (extendable as long as 20 years) and a fine of somewhere around one lakh rupees.

Drafting blunder: In 2014, the Act was altered and the proviso number of the definition for such illegal exercises was changed. Be that as it may, the segment on punishment for financing these unlawful exercises was not corrected and kept on alluding to the previous provision number. The Bill revises the part on punishment to change the reference to the new proviso number. This correction will be considered to have been in actuality from May 1, 2014 (i.e., when the 2014 changes happened). – PRS
